    They blindly follow what is on their screen and in my case, they didn't have the gumption to do the maths or even to agree my correct maths, even when presented to them. QUOTE]

    In a lot of cases that is all they can do. In my local Council and in many others when you call in you are speaking to a Customer Service Officer in a call centre not a HB Officer, etc. Even though my Council publish different numbers to call for parking, HB, Council Tax, etc they all go through to the same call centre.

    These officers are not trained HB officers, they do not make assessments - all they are trained to do is work from FAQs/scripts and read what is on the computer system.
