  • Did report the person now. Found out that he retracted 5 bids in 6 months, so I'm not the only one he "duped". Interesting to see what eBay is going to do with this person.

Probably nothing, but perhaps if a couple more sellers report him they'll deal with it!

I suspect ebay will do nothing as well because I once reported a serial retractor, over 60 retracted bids in 6 months, and ebay did nothing in that instance.

  • I had an answer back from ebay:
    Hello,

Thank you for writing to eBay's Customer Support. My name is Martha and
I appreciate the chance to assist you with your concern regarding the
    member "
" who improperly retracted their bid on the item that
    you've listed, item number
. I understand your concern in
    this situation.

Thank you for letting us know about this member. We take reports of
members breaking our rules very seriously.

Bid manipulation by using the retraction option is considered to be a
bidding offence on eBay for which disciplinary action may range from a
formal warning, up to the indefinite suspension of the members account.

I have investigated your report and have taken the appropriate action
against this member (e.g. a warning or suspension) to ensure eBay
remains a safe and reputable place to buy and sell. However, as it's
important that eBay maintains member privacy, we can't share details of
    the action we take.

I know your time is valuable and we appreciate you taking a moment to
express your concern to us. Please continue to inform us whenever you
have any cause for suspicion. Thank you for helping to keep eBay a
    safe,
fun place to buy and sell

    Kind regards,

    Martha Dalton

That does hint that they've at least had a warning. Encouraging.
