Disabled driver with blue badge, gets a Penalty Charge Notice from Lambeth Council

Hi All,
I have a relative who informed me, he had a hospital appointment at Kings College Hospital, London. he is a disabled driver. he parked on the yelllow line, displayed his disabled blue badge and attended his appointment at Kings college hospital. On return he received a PCN from Lambeth Council.
My relative at first did not understand why he received a PCN. He asked advise from a passing Parking Enforcement Officer. The relative informed me the PEO ignored his repeated pleas for help. Eventually the PEO approached my relative and told him, the reason why he was issued with a PCN was because of his blue badge clock.
It appears my relative had glanced at the car clock, and had set his disabled blue badge clock according to time displayed in the car.. The problem is, the clocks had gone back an hour a few weeks ago, and my disabled relative had not changed the incar time.
My relative knows it was his fault, but as this appears to be such a minor mistake, not relavent to bad parking, he wonders if there is anything he can do to challenge the ticket?
Disabled drivers can only park on a yellow lines for up to three hours (hense why a clock needs to be displayed)
sould he pay or challenge?

Always challenge a Council PCN, IMHO. You only risk paying the non-discounted fine if you go to an adjudicator, no costs or anything, and most cases win in the end.
Post about your case on pepipoo but they would prefer for the person who received the PCN to post it themselves, if possible, rather than 3rd party information. If the relative cannot post then you'd have to supply all info including a scan or pic of the front and back of the PCN (just blank out car ID and PCN number). Read the FAQs and sticky threads, register and post when you can on here:

Just one last thought - is there an appointment card with an arrival time on it which would help as evidence of approx arrival at the hospital? Did the relative stay under 3 hours? When you've got pepipoo advice then the driver should informally appeal (and I think they should show the appointment time evidence as well as whatever pepipoo suggest).
Then the Council will refuse that informal appeal.
Then they will send a Notice to Owner.
Then the Owner can send formal reps (get pepipoo's advice again).
Then if the Council reject those reps it's time to take it to the adjudicator.
HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the advise bro. Yes the relative has an appointment letter, and yes he did return to the car within the three hour limit.

And it shows up the difference between council and private parking tickets. If this had been a PPC then hell would freeze over before they allowed an "appeal". This would apply especially to UKCPS who would just offer a discount if you joined the disabled "charity" Mobilise.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

there is sanity in council parking departments at times! Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -
