    Depends how well linked the departments are I guess - the uni I go to (Strathclyde) at least make out that library fees, accommodation fees etc outstanding could prevent graduation - whether they do or not is anyone's guess

    I wonder if that has ever been contested, or can be even?
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Just to tie up the loose end, I did ignore the letters, they stopped, and I did graduate. Others were intimidated into paying, and were even told by tutors the line about not graduating if you owe the university anything, which is poor. Oh and I just got a letter to say I owe them £5 in library fines too! Thanks all for your help!

    PPC payments to Unis/other clients are invariably ex-gratia, so there is no contracutural issue either way.

    So there is no way a uni can hold-off graduation for this.
