Activating Discount Photocard?

Hey,

A week ago, the JCP granted me a discount photocard, and I was told when picking it up at the post office that all I would need to do is take it to any shop and show them and they will make your oyster card 60p a ride etc.

Problem is, a few days ago, first thing in the morning I went to my local store and he said the card wasn't activated (what ever the hell that means) he said I need to take my oyster, and my discount photocard to a train station to get it activated.

I was just wondering if this is true, or if I'm being sent on a wild goose chase... Does anyone know what the real way to active a discount photocard is?
