Confused over IB, WTC & CTB

OH finally managed to get application pack for WTC.
When trying to fill in my details we found that my IB is disregarded as my claim began prior to 1995. Good
When trying to fill in CTB form we find that both IB & WTC is taken into account. So this means that any extra on WTC is added to my IB & therefore we have no chance of CTB.
Is this right or am I missing something? It does not make sense to me anyway as I always thought that IB was taxable so why is it disregarded for WTC?
