Vista problems

So deciding to try and clear up my computer i decided to reinstall Vista (yeah i'm aware of the irony in that statement!) - BIIIIG mistake! It has rather than wiping the hard drive & reinstalling, installed the OS without deleting anything else, the old OS is in a folder titled "Windows.old". Now that problem in its own isn't all that bad an issue (delete the folder!) but the second one IS a major one!
It's now taking upwards of 30 minutes to install basic drivers - stuff you'd expect to be bog standard i.e. external HD is a no go.
So would an install of Windows 7 wipe the HD clear & get stuff working again (with the obvious need to install hardware drivers) without me having to spend 8 days reinstalling drivers which should go inside a minute each?

Simple.
Re install but when windows asks where you want the install to take place click the drive (C:) and select drive options. Click format then install.. job doneIf Adam and Eve were created first

My vista (yes I know the shame, it was a brand new DELL a few years ago!) is on the go-slow, done all the searches, ccleaner etc giving nada.
Been having a browse through my processes and services, removing things I don't think are required (no qualification but >10yrs of messing about with pc's a bit). So search indexer is using around 22k of MY memory doing something I don't want. Not sure I should get rid altogether but can I somehow banish it to be let out once a month? *coughyearcough*.0
