    Water companies are terrified of customer complaints. In all probability they will drop it as soon as you let them know that you have moved in set up a new account. If for some reason they don't get the message, lodge a formal complaint and it will stop being your problem pretty darn sharpish as they reallywon't want you to escalate it!

    OP - as sensible posters have said, confirm your own moving in date to the water company and mark any future bills for the former occupant Return to Sender. Their debts are not your problem.
