Damp/mould problem in hallway

Hi, hoping someone could give me some advice.
Our hallway is quite small - but every winter we have terrible trouble with damp on the wall. The hallway is cold - no heating in there and the damp seems to come out worst just after the heating is on. Some days the wall is wet too - as can be the front door (inside).
I want to redecorate the hallway before Xmas - is it worth buying the anti-mould paint to use as a base? I don't want to waste my money. Or is there a different solution?
Thanks in advance.
