Increasing P&P after auction ends

Won an item from Canada. Asked for it to be sent to a relative in Seattle, to save £ on P&P (as they are visiting soon). The listing said P&P for UK & Europe GBP40, USA & Canada GBP10. After the end of the auction, was automatically billed the £40. Asked for recalculate, giving Seattle address, next invoice said £10 P&P which I then paid in full via PayPal/credit card.
Today I receive an email saying she/he had miscalculated, it weighed more than they thought, (inc. measurements etc.,) and I could check with Canada Post. Polite note. I wrote back saying I was sorry they had decided to up it, but I hoped they would honour the terms and conditions of the original listing.
So that I'm prepared when I receive the next missive, are they obligated to ship the item as is, or can they retract the whole thing (the disputed amount right now is an extra £8.50) refund me my PayPal payment and tell me to go away?

You have paid with a UK PayPal account. The seller wouldn't be covered if they sent the item to the Seattle address. I think they might be getting twitchy and trying to duck the sale. Can you call them and reassure them that you are not a scammer? Can the person in Seattle pay via their PayPal account? Seller can not change postage after the auction but you can not force them to send it either.
Best advice is give them a call and try and sort it out to your mutal satisfaction.0
