am i copying the actual file or file location?

Depends on where you're copying it from.
If you're copying from somewhere on the same physical drive, it's a good bet that the OS will realise this and merely leave the file in the same place on the disk, and change the pointer to the file to indicate that it's accessed under a different folder. No change to physical file location.
If you copy something from a different physical drive, then the OS has to copy the whole of the file from one drive to another.
You can see that cut/paste and copy/paste operations are appreciably faster in the first instance.
