Thanks for the advice. I had a look and the PSU actually only has an 80mm fan, so i'm going to buy a 80mm Noctua which spins at 1800rpm for it. I used the 12cm Noctua to replace the case fan.0

Isn't that just what pressing the power switch does?
I'd have thought any residual charge would drain away better if the PSU was still attached to the rest of the computer components when pressing the switch with the mains disconnected. I've noticed fans usually get a brief jolt when you do that.0 -

Yes it is, but I'd already told s/he to divorce from the mains, so green to earth is a Q&D way to make sure the punter is safe!
In the old days when a good PSU was more expensive than a night with Christine Keeler I repaired hundreds and believe me I was shocked as much as Profumo.
