Any Ideas? I've been screwed by Paypal!!

Greetings fellow moneysavers.
Problem: Auction items on Ebay paid for but didn't materialise!
Solution: Refund by Paypal!!
Purchase price £120.00 + £12.00 delivery costs paid by paypal but they will only refund me £105.00 after taking their processing fee of £15.00.
Doesn't take a genius to work out that as a victim I have been charged £15.00 and no mention of the £12.00 delivery cost paid for, leaving me £27.00 out of pocket. Paypal seem as though they have done their job and wont respond to any emails sent in response to this.
Basically I've been screwed twice. Ebay just pass you on to paypal as this was the payment method and the fraudulent seller is at least £27.00 better off if not more as I have been charged by Paypal for issuing a refund. (partial)
My Paypal account is linked to a credit card. Can I approach them?
Any suggestions welcome please.
Thanx, NetLarfs.

Ok, have read this a couple of times and I'm still confused about whether you're the seller or the buyer...?My TV is broken!

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
Contact post office or whatever delivery method and report non delivery, if you are the buyer get the seller to do this or to send you proof of dispatch.
Provided the 12 pound p&p includes cover for the item upto value 120, they will reinburse.
You need proof of the transaction to confirm the amounts, print off the details from your ebay.0 -
I am the buyer and the goods were never despatched. No communication from the seller and no response to any emails sent to them directly or through Ebay.

If you sent £132 via paypal then I would have thought that they should return £(132-15) to you if £15 is their processing fee. I doubt the seller would be £27 better off as paypal would take away the whole of your payment from him/her. Contacting your credit card company is the way to go as paypal as scared shi**less of cards issueing a chargeback and usually favour the buyer in these cases(even when it is the buyer who is trying the seller). However seeing as paypal have already given a partial refund maybe a strongly worded email threatening them with your credit card company may be enough to get them to pay you the rest of your money.0

Soo will explain this better than me, but £105 is the limit you can get back (£120 max. limit - £15 admin fee).
For purchases above £105 you need to pay for the whole order via Credit Card, so if it doesnt show you can claim back via your credit card company.0 -
Your lucky you got anything back at all! I lost out on £155 when seller did a charge back, appartent stolen credit card0
