If you paid for trackable and insured delivery and the item came standard parcels who would complain to paypal.

Or, if you wanted to be REALLY nasty, ask the seller for the tracking number because your item is yet to arrive...

Like Nadia says talk to your seller and request a partial refund.
Paypal won't be interested as you have your item.
