Easy photo editing software

I used to have some: the 3 things I used to do with it were:
1. Crop
2. Autobalance
3. Smudge (faces, to make them unidentifiable and preserve the privacy of our clients).
Unfortunately my computer went bang, and now when I open a photo the default seems to be Paint, which doesn't seem to have these options - at least not visible and easy to use which is where I need them to be.
I have no idea what this software was or where I got it from, although I suspect it was free. Could it have been Photoshop?
So I'm after two things:
1. Right now, I need a VERY easy to use downloadable recommendation so I can get some photos on a noticeboard tonight!
2. A longer term recommendation for an easy to use photo manipulation package. Personally I'm never going to a lot more than the three things mentioned above, although I suppose some of my colleagues might want to get clever.
And I do apologise if this has been covered before and will be quite happy to be pointed to a link ... only I've come home to get an hour's kip before going BACK to work for our AGM, and I'm not at my best ...
