When is parking not parking?

I have received a penalty charge notice from Harrow council for parking on the pavement - I was blissfully unaware this was a problem as I live in Berkshire and was just visiting the area. I have already appealed but this has been rejected, with reasons given to counteract my various arguments....all bar one. I maintain that I was not actually parked on the pavement, I was just waiting. I didn't leave the car at any time and the engine was running for the 5 minutes or so that I was "parked". Is this a valid reason to appeal again?

    You drove onto the pavement which is an offence and you also stopped which is parked.

    Usual advice is post a copy of the ticket on the pepipoo forums, Maybe something wrong with the ticket.


    Must remember not to goto berkshire as people drive on the pavement and not the roads.


    Reminds me of a post where someone got a ticket for parking on double yellow lines, They appealed stating
    they were not parked on the lines but several feet away from teh kerb. Car looked abandoned in the middle
    of the road, Lucky tehy didnt get it towed for obstructing the highway.

    Nooooooooo, NEVER just 'pay up' a Council ticket!

    Most cases can be appealed successfully, 1956jane you just have to jump a few hoops and get the right advice.

    Technically mentioning running the engine whilst stationary for a long period of time attracts a fine in some areas but that is by the by.

    I think the act of leaving the car is irrelevant. Certainly in the case of (loading restrictions) lines it is no waiting.

    Yes - but for all yellow lines while in force.

    'Waiting' IS parked and applies to any 'parking' contravention. (Not necessarily 'stopping' as someone said earlier. There are numerous situations in which you may 'stop' on a waiting/parking restriction.
