ESA and Disability Income Guarantee

I am hoping that someone can help me. My son is in receipt of ESA IR. He is 19. He receives the highest rate care and mob comp of DLA. Although his care comp is stopped at source, because he was in residential accommodation until recently and I am waiting for the DLA dept to reassess his award. He recently moved in to supported living (an unfurnished private rental flat) that is for people with disabilities in a converted property. There is access to staff 24/7 who have a workstation in the hall on the ground floor. He has 16 hours a week one to one to enable him to access leisure services. I have notified the change of circumstance to both the ESA and DLA. His ESA is living expenses £51.85 and Disability Income Guarantee £13.65. I think that the DIG may be the same as the enhanced disability premium. When my son moved in to supported living I asked the ESA dept to reassess his benefit, because I believed that he would be entitled to Severe Disability Premium. No one receives carers allowance for him and he doesn’t have any non dependent adults living with him. I have received a letter today and his benefit and its components have not changed. Could someone advise me on why they think he has not been awarded SDP? Thank you for any help you may give.
