Chimney wall removal

Dear Experts,
I bought a 3 bedroom traced property and doing home improvement work. Whilst doing the other work, I thought of doing the chimney wall removal. I just want to know the process involved. Did a quick search and found few articles and mainly talks about the planning permission, party wall, proper support..etc. Also looking where to start
1. Do I need to get the structural engineer to assess the impact?
2. Inform the Neighbour
3. Ask the council
4. Any other things to consider
