It sounds to me like he is being a dodgy landlord on a few grounds. He probably is running an HMO without it being registered. He has probably subdivided the property into three households without informing the council (bet he is charging you all for council tax and only paying one amount). You have a few levers here if things get nasty.
The property doesn't need registering as an HMO for council tax purposes however the planning and licencing dept at the council would be keen to find out he's running the property as an HMO for their purposes if hes not licenced.
Have you checked the property to see if its banded for council tax as 1 property or 3 - check at https://www.voa.gov.uk . If its banded as three seperate properties then you may have a problem.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals.
