CSA say they won't 'see' NRP & NRPP kids unless NRPP wage slips provided??

Wondering if anyone can help, please??
My husband is NRP who is CSA1 and has 2 kids with PWC (one in HE and one in secondary school). My husband was made redundant last year and after having a private agreement for 4 years the PWC decided to go to the CSA to get payment.
He is still not working but has decided to start his own business which at the moment is not providing any income at all but is expected to bring in a small amount monthly soon.
The CSA have now asked for 2 of my wage slips. After calling to discuss the reasons why, they asked if we had any kids together. I told them yes we had 2 (both at preschool age) but apparently this was not 'on the system'. They then realised that actually they had known but until I sent my wage slips they would not take our kids into account.
Is this right?? I feel I am being blackmailed into having my 'details' on a system which really doesn't have much to do with me.
I am not a high earner by any stretch (work part time) and am worried I am going to be left with nothing to take care of my own kids even when he starts earning this minimal amount.
Is it correct that for the CSA to ask for my info the PWC must have asked them to do this??
Sorry if it all sounds a bit disjointed but it is becoming a real worry to me and the more I read about the CSA, the less I trust what I am told.

you dont have to send your wage slips in, and also hes not to mention you again and you are not to contact them.
you have nothing to do with his csa payments and your income is not taken into account.
they are breeching the law if they ask your partner for your details as hes not legally allowed to do so.
get him to tell the csa they are not having partners details as they are not used in any calculation anyway.
yes the children will need to mentioned so to reduce the amount he will pay and to reduce percentage you pay.
there is a birth cert that doesnt have parent names on, you can use this as proof for the kids. also they can check records but this could show your details
but you are nothing to do with csa and your money is your money0 -
On CSA1 they do use the NRPPs income in the assessment if provided Dazzabub. It's only CSA2 that doesn't.

LOL that was the plan. Never happened. Only way people are transferred to CSA2 now is if a new PWC opens a new CSA2 case or if the existing PWC closes the CSA1 case, waits 13 weeks and opens a new CSA2 case.August GC 10th - 10th : £200 / £70.61

Yes.
Your kids are taken into account in protected income. If you don't provide evidence of your income, the protected income doesn't get calculated. It's the law and is known as IMAB.0 -
Dont provide the CSA with anything, you're not legally obliged to.
There's more to this than meets the eye, you will not be on CSA1 if the claim is only a year old. On CSA2 he will have 20% of his salary dismissed (For your 2 children) Of the 80% remaining, he will have 20% deducted from the 80% for his older 2 kids.0 -

He is definatly on CSA1 as the case was opened in 2000.
I feel a bit like I am damned if I do and damned if I don't!! Give my wage slips and get involved or not do it and DH not get the allowance he should for our toddlers.
They also want details of our mortgage and council tax, which I understand why but will they only take the interest portion into account?? We did try and go IO when DH was made redundant but wasn't allowed. If they assume we could go IO when we can't, we will be even more out of pocket.

seriously dont get involved,
the newer system should be on place and everyone moved over in 2009 when the new scheme came in.
if you dont declare your income yo get to keep all of it. but your children might not be taken into account.
unless he claims the child benefit for the child.
also there are other ways to get around it, speak to cab. or solicitor thye will advise best, and maybe give some hints etc
but im sure the new scheme should be in force, im sure it was goverment scheme and should be in place already but the csa may say they having delays due to the change over etc.

Dazza, you are giving out incorrect information. There are two schemes. The old scheme asks for a partner's income. An NRP on the old scheme cannot change to the new scheme unless the PWC does it. CS2 after 3rd March 2003 (new cases)
CS3 the new 'gross income' scheme will be introduced from 2011.
Does my partner have to provide details?
Under CS1, CMEC may ask for the details of the NRP partner, but he/she is under no legal obligation to supply details about him/herself. In majority of cases the partner details will not affect the assessment. However, it is not always in the best interests to withhold details and we would advise seeking clarification from NACSA advisers, or use our assessment checking service for clarity.
Under CS2 and the new CMEC system, no details about the partner should be requested. The calculation is based purely on the income and circumstances of the NRP.
Are my step-children taken into account?
Under CS1 step-children are considered only in the Protected Income section. In many cases the NRP will not pay under Protected Income section, so in general step children are not relevant within the calculation.
Under CS2 rules, all children in the current family are considered. The same will apply for CMEC.
Does the CSA take into account my tax credits?
Under CS1 – working tax credit (WTC) is considered as income for the NRP, unless the NRP and NRPP earn equal amounts, in which case only 50% of the tax credits is considered income. If the NRPP earns more than the NRP, WTC is NOT included. Child Tax Credit (CTC) is included as income under the protected income section only. It is disregarded in full in the Exempt Income Section.
Under CS2 – working tax credit is calculated as with CS1 cases, but child tax credits are included in full.
What is Exempt Income?
Exempt Income is relevant only in CS1 cases, and is a combination of allowances that are disregarded from the net income. Exempt income in general includes personal allowance, child allowances if applicable, housing costs, travel to work cost if applicable. Further allowances may be added under certain circumstances. The exempt income amount will set the level of income that has to be left in the NRPs wage if a DEO is in place on CS1 cases.
What is the Protected Income?
Protected Income is relevant only in CS1 cases, and is a combination of allowances given to ensure an NRP has sufficient income to support any second family he/she may have.
How can I move my case to the new system?
A PWC is able to move an existing case to the new system but an NRP is unable to voluntarily transfer. Early migration occurs only if a new application is made against the NRP or if the PWC makes a new application against another NRP. Note: migration will have a phasing program applied. The PWC may also close the existing case for a period of 13 weeks, and then reapply to the CS2 system. This would be treated as a new application and no phasing is applied.
