Sorry: I should have said that soft-return being [shift+enter] as opposed to just [enter] which creates new line / new paragraph: hence why the justification doesnt recognise the new para and space accordingly.0

From my Word 2003 Experience
Without using styles, this may work for you:
On the continuation paragraph switch bullets and numbering off from the toolbar. You may have to play with the left indent
For the next numbered paragraph select format > bullets and numbering and select continue previous list

Thanks Dave, yes I understand what you are saying. My "problem" with the way this works is that the continuation paragraph is then NOT part of the list, it is just a regular paragraph. This means it cant be linked to the list style of the preceeding numbered para: despite the fact it works. The "numbered list" button in the ribbon at the top is OFF when this paragraph is clicked, whereas it should be on: just without numbering. If that makes sense

Huh? It doesn't make sense to me. Unless you are trying to do something clever with your list the proposed solution will work fine.
Otherwise you will have to use styles.
