Electricity sockets in contact with water

We are renting a property in England and have had a problem with our fridge stopping working. We found the plug eventually and it was under the sink connected via a surge protector plug to the socket. The plug has been damaged because the sink leaked and the landlord will send an electrician around to fix it tomorrow. They are being very good about it.

I am concerned about this set-up and think it must be dangerous but I'm not an authority. After searching the internet there are several opinions but nothing that sounds more than speculation. Does anyone know the regulations regarding electrical sockets near sinks in the kitchen?

Thanks.
