IPAD and outlook web access help - won't scroll windows!!!

When my husband works from home he likes to use his ipad to check emails and he logs on using outlook web access (is this microsoft exchange?). When he first got his ipad it worked fine, recently he is complaining that when logged onto his work server it won't let him scroll down the window to read longer emails. We have checked all the settings and there doesn't seem to be anything to change to enable scrolling.

Has anyone got any ideas?

On the iPad, the 'gesture' is to use two fingers for scrolling.
