I don't want a strike against me!

looking for some advice please,
I recently sold a Sony psp on ebay. On my listing I asked for payment by Paypal only, so it would be a safe transaction. The item sold and the guy who won it got in touch after 2 days to say he had maxed his paypal limit and that it would be reset after a few days and would send me the payment then. I waited, and after a couple more days the money did appear in my account. I packaged up the PSP and had planned to go to the post office the next morning (actually got delayed so it was about 3 in the afternoon before I was organised to go) and then I received an email form PAYPAL to say the buyers account was being investigated and not to post the goods. The funds that had been placed into my account were on hold by paypal. Was I ever glad I hadnt already posted it!! So then I got an email from the buyer, saying that he is being investigated and doesnt know why and that would I wait for the money. I explained that I really had been very patient but it wasnt prepared to wait and we agreed not to complete the sale. Ebay FVF granted to me.
THEN..... the guy's account is cleared by paypal and I tried for 3 days to refund him his money but I kept getting the error message telling me that the recipient is unable to accept funds at this time. NEXT a goods not received claim is filed by the buyer against me with paypal, who immediately put the amount onto HOLD again. I contacted the buyer and told him about all the trouble I have had trying to issue him a refund. He said not to worry that was why he had filed a goods not recieved claim - so he would get his money back. Thing is I have never had any strikes against me and I dont think its fair that I would have a claim awarded against me just because his account wont accept a refund. He has also stated to paypal that he paid for goods by another method (not true,he agreed not to buy from me!)
I telephoned paypal to try and get it sorted, explained everything about 10 times and was eventually told to email in ALL the details to the department and they would issue the refund. I did was utterly flabbergasted in the response from Paypal - could I please ensure that I have sufficent funds in my account to allow them to issue a refund!! They have the money on hold!! I emptied what was left of my balance just incase they try to take that off me but I have no idea how to resolve this and I really really dont want a strike against me..

if the money is on hold dont worry about it. As a seller however I would be very suspicious at the buyer. Tell the buyer to send the amount in a postal order instead and you will ship the goods=======================
