building regulations indemnity insurance

Hi,can anyone help.I'm having a basic 3 by 3 metre conservatory built with a low lying sloping roof to minimise any neighbour's loss of light and only 1 electrical socket fitted and was advised that no planning consent was needed. However following talks with friends they have suggested that as the previous owner of the property had an extension built then this is not a new build and therefore planning consent is needed.I'm concerned that the conservatory will be completed only for ther council to request that it is torn down. I was advised re indemnity insurance but this appears to be incorrect as this structure would need to be in place for a full year before the policy could be applied for.Any advice on how to proceed to prevent this would be appreciated.

As I recall there are normally limited dimensions you can build on before permission is required. If as suggested these have already been exceeded or extended before then planning permission will be required0
