just parked in a chip shop car park with a sign stating that parking was for customers only. I decided to chance my arm and nip to bank. how would anyone know that i had failed to buy any battered goods during my brief stay?! Was 35 mins and received a parking fine of £100, reduced to £60 yada yada if paid quickly etc. In desperation i even popped in and offered to buy a chippy tea but to no avail. I am mad as hell and very poor. Should i ignore it? Write an appeal letter? Any advice would be appreciated.

Assuming this was a private parking company, just ignore. By the way, this is not a "fine", it's an invoice. Could you tell us the name of this parking company?What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

As this is a money saving advice site, I'm obliged to give the usual advice that private parking invoices are unenforceable where the landowner cannot prove a material loss.
However, given that you've admitted to "chancing your arm" and you had the cheek to park on someone else's land for more time than if you'd have bought chips (35 minutes is a lot longer than 'just a couple of minutes'), I feel you've taken a liberty and at least owe the landowner some token redress.

Do not pay the invoice, nor make any contact with the firm.
The invoice is unenforceable and by no means can be enforced as they have no legal power whatsoever.
It is not a fine nor a ticket, it's a invoice that cannot be enforced!

Ukcps are the ones who have jumped into bed with a disabled charity called mobilise, this charity earns commision by telling disabled drivers to pay tickets in car parks when they forget to display a blue badge, not only were mobilise advising against paying these tickets a few months previously, but they know the blue badge scheme does apply in these car parks.
So to sum up don't pay at all, they are scamming scumbags who victimise disabled drivers, and often act illegally like all their ilkExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0
