Paypal Claim Resolution Glitch

Hi all,
Just a heads up that osme people might be having issues with paypal emails atm.
I had three INR's open with one seller as I'd bought three BIN's at the begining of October and they hadn't arrived after three weeks and the seller hadn't been in touch or replied to emails. Yesterday the 10 days were up on the disputes after escalation and the seller hadn't replied so they were closed in my favour, however they said:
I emailed to ask what the issue was as obv I hadn't agreed to no refund and they said:

We have concluded our investigation into your case and have decided in your
favour.
You have indicated that a partial refund of 0 would be satisfactory.
If the seller's account has insufficient funds to complete the refund owed
to you, please be assured that we will take appropriate action against the
seller's account, which may include limitation of the seller's account
privileges.
I emailed to ask what the issue was as obv I hadn't agreed to no refund and they said:
Dear ** ** **,
Thank you for contacting PayPal regarding your claims.
I have reviewed your account, it shows that the three claims you have
opened and are referring to have all closed in your favour.
Currently we are experiencing an error in an email which is sent in
conclusion of many claims. This is an error which we are currently
working to resolve.
In review of claim ID: *snip*, we have refunded you in full
for the amount of ** on 01/11/2010.
In review of claim ID: **, we have refunded you in full
for the amount of ** on 01/11/2010.

So keep a check on your resolution emails just incase

It looks like they have reverted to a version of the 'successful claim' email from a couple of years back when sellers had to have available funds.

I had this same email sent through three weeks ago. You'd think that would be anough time to sort it out! Hopefully you haven't spent the value of the refunds on a phone call to Paypal!0
