Based on the floorplan dimensions, should flooring be laid vertically or horizontally?

Theres no real right or wrong way, both will work.However I was always taught to lay the floor as in pic B (vertical) as this gives the impression of space, making the room look longer/wider , all to do with perspective.
There can be issues with solid flooring and having enough room for the boards to expand if the room is particularly wide.

Yes, diagram B - DH said to lay laminate flooring so the joins are running away from the source of light (window) that way the joins are not as noticable if you lay the flooring parallel to the window.
This doesn't always work if you have an awkward sized room or more than one source of light - as said before - no real right or wron g0
