Is this mould?

Looks like ash - it's the only spot in the entire room.

Pre-painting, I'm planning to

- wash ceiling and wall with sugar soap
- use white base / primer
- then paint

Will this section require anything else??

Also what's the best way to treat hairline cracks and a bit of plastering that has peeled off?

    Loosk like you have a bit of black mold but basically it looks like what you have there its efflorescence. This is salts coming out of the plaster as a result of the plaaster being damp.

    Method:

    1. Remove source of damp.

    2. BRUSH it off - do NOT wash it off. If you wet it you'll just start the cycle again.

    3. Treat with an Anti-Alkaline Primer.

    4. Over paint as if the wall was normal.
