Cleaning metal rack in bathroom

In our bathroom there is a metal/chrome 3 tier shelving rack screwed into the tiled wall. It is a nightmare. Although we tried cleaning it, he still gets covered in brown crud and makes the things we put on it brown too.
We don't really want to take it down as it may damage the tiles and we are now hoping to move house early next year and would rather sort it out in situ.
Is there any cleaner - home made or to buy (but isn't too expensive) - that would be effective in cleaning the rust like brown stuff? It is driving me bonkers!!!!
Thanks.

Kelinik - could you tell me what Japlac is?
We have exactly the same problem with the metal shelf also on our tiled wall.... I thought it had already been treated so that we wouldn't have this problem0 -
Sorry, this is Japlac or another simliar paint that might be suitable is Plasti-Kote.
I know rodent owners have used them to recoat metal cages that have started to rust which is what made me think of it here.
