Advise on painting the rooms please

Hi all,
I hope this is the right place to post this!!!
I have just purchased a new property, and since im a bit tight on funds, need to do most of decorating all by myself.
In the first instance, the rooms are all up with wall papers but its torn and come off in most of the places. So i was thinking of painting all the rooms from scratch.
Can someone please advise me the steps involved right from taking off the wallpaper (the wall has a lot of cracks) to a smooth paint finish, the things i need to buy for this and the stores from where i can buy them at a good price.

first thing to buy is a wall paper steamer/stripper. very cheap. worth its weight in gold.
any cracks need to be raked out and filled with pollyfilla. then sanded down to a smooth finish.
tip.
wrap your sandpaper around a block of wood. that will help you get a smooth level finish.Get some gorm.0 -
Just to say if you buy a wallpaper steamer please be careful.
