Hit by uninsured driver, no one's helping me

Hi all
this is a long post so I apologise now.
In September I was hit by an uninsured driver, he reversed out of his drive and smashed into the side of my car. (my husband was a passenger in my car at the time).
He went into his house to get insurance datails and came out with what he said was his name and wifes mobile phone number on a piece of paper, he said he could not find his insurance at the time but to ring his wife later and she would give me the details over the phone.He then got into his van and went as he said he was late for work. i wasn't too worried at this point because I knew where he lived
On returning home I phoned my insurance company to inform them of the accident, they then informed me that there was no insurance showing for the vehicle that hit me, but that it didn't mean he had no insurance as he could have been insured by a works policy(I didn't understand that bit though). I asked Him to record the fact that I had informed them of the accident as I thought I was required to do this by law, he said he had recorded my information, but didn't seem too interested as I didn't want to persue a claim at that time.
I then telephoned the other drivers wife,she apologised for the damage to my car and said they didn't want to go through the insurance as her husbands insurance would go very expansive.
She offered to pay for the damage to my car and to give me £100.00 compensation.I asked for insurance details but she said she still hadn't managed to find them.
I went to two local garages to have the damage assessed and both of them quoted around the £1,500.00 mark. I telephoned the wife again to inform her of these quotes and she got very angry with me saying we were trying to rip her off and no way were they going to pay that amount, she said she would come to my house with her mechanic and have him assess the damage to my car, which I refused.
Anyway several texts and calls later i realised that no details were coming forward, so went to the local police station to report it.
The officer checked for insurance and confirmed there was none showing, she said the name of the owner (Who I do actually know of) and that she must have been allowing him to drive it knowing the vehicle was uninsured.
She came with us and took photos of my car, and i gave a full statement.
I then contacted my insurance to persue a claim.
My car has since been declared a write off, I have received £1,800.00 from my insurance company because they valued it at £2,000.00 (less £200.00 excess) I have since had to buy a new car which was £4,000.00.
I have spoke to my insurers who are now saying that the other vehicle is showing as having insurance so they are going to persue a claim from them, but I have to claim back the excess from them myself as I didn't have legal protection.
Today I have received my insurance renewal notice. My premium has gone up by £350.00 for the year and I have lost 4 years NCB.
To say I am surprised is an understatement, If it turns out that the other driver does actually have insurance, will I be able to claim this from him. It seems unfair that I am so much out of pocket and he is still driving round unpunished as the Police don't seem to be doing anything either.
Sorry if this post seems like a moaning rant, I think I needed to tell someone.

If your insurer can recover their outlay (their costs) then you will be given your NCB back which should reduce that massive £350 increase at renewal
In regards to your excess, because you have no legal cover, contact the third parties insurer direct once liability has been established and offer to send them a copy of the excess receipt and they should reimburse that to you0 -

That's ok
. Your insurer should be keen to recover their losses now they have an insurer to chase after. Once thats all done, your free to get your excess back, may take a little while but
be worth the wait!
