It does, but in the T+Cs you link to it says:
2c We may from time to time give you promotional offers. We will tell you about the terms of any such promotional offers and the applicable promotional offer interest rates at the time.
...
Please note that promotional offer interest rates will cease to apply altogether with effect from the beginning of the statement period in which you have breached this agreement.
...

So no problem for them to make a promotional offer on different interest rates and that would form part of the agreement. Nothing about the promotion being withdrawn at any time (only on breach) though I have seen that wording - I think in the promotion itself, ie the promotion can be withdrawn so you can't take it up anymore. Once you've taken it up, then the T+Cs above govern it - ie the promotional offer interest rate cease if the agreement is breached.
