Rules on Parking Fines????

I know I`ve parked illegally but thought someone could help me please?

I parked putside my local newsagents this morning, popped in to get the paper and when I came out (which was maybe 2mins max!!!)...a 'parking attendant' was sitting in his car behuind mine and issuing me a ticket.....:eek:
Now, is this legal....can he really sit in his car and issue a ticket when he is doing the exactly same thing and giving me a ticket.....

He is often seen driving up and down this particular road, I presume looking for targets!!!!

Please someone help because I was absolutely shocked at this....

    Yes, on the face of it he can. However there are stringent rules the council must follow when printing tickets, filling out tickets and painting lines etc. Were you in a bay? Were you on syl or dyl? Were you in a cpz?

    Thanks....it`s a syl on a road, no bays....smallish village, just a local newsagents, not even very busy anymore, the local shops are struggling to survive like most of the village shops are!!!!!
    I was just so shocked to see him in his car behind me issuing the ticket as I got into my car he slapped the notice on the windscreen, then jumped back into his car and drove off.....

    Apparently he has been questioned about this procedure before and has told people that Traffic Wardens are 'exempt' and can basically park where they like....I also found this a bit hard to swallow too.....!!!!!!!

    They do have a waiver when enforcing, strange as it sounds.

    However as Peter says, I expect there will be something making the ticket invalid, so more info would help.

    I got a ticket a year or two ago when I was dropping off a bag of parcels at my local PO.

    I asked my council the same question and got a response that their cars were exempt as they were going about their lawful business. I said that so was I as I was dropping off my parcels at a local PO and as I am a trader as far as HMRC is concerned I was also going about my lawful business. They told me it doesn't work like that unfortunately.

    The people who stop on yellow lines at peak periods to pop into a shop for "just a couple of minutes" or nip to the cashpoint "for just a minute" seem to be oblivious to the traffic snarl ups caused by lanes of following traffic having to change lanes (either into another busy traffic lane or into oncoming traffic), often being forced to stop for ages until there is a gap. There is a cashpoint on a commuting route I used to drive which has two lanes in both directions. Every time the traffic slows to a crawl well before the lights, it's invariably down to one muppet just past the lights blocking the left lane for "just a couple of minutes" while two lanes are forced to merge with hold-ups and horns blaring. I wish the warden from your village would set up camp there for a few hours each day.

    The yellow lines are there for a reason and rules were made to be kept. Is it really so hard to find somewhere else to park - down a side street, perhaps?

    I'm sure pedestrian trade still flourishes, as does trade from drivers who park a little further down the road or around the corner. Surely the yellow lines were there when the newsagent set up shop, so can't be blamed for dwindling trade. If a newsagent is so concerned, he could always designate some of his private land for customer parking, or ask the local authority for advice.
