can you get housing benefit with no other income?

can you get housing benefit if you have no other income at all (including not being on any benefits)
this is hypothetical if someone for example lost there esa, and esa appeal and didnt want to sign on because they couldnt look for work. would housing benefit still pay the rent with 0 income or do you have to be on benefits to qualify for h.b?
what about if they had just dla and no other benefits?

We do pay claims on a nil income but need to see how someone is living and paying for food etc.
We usually only pay on a nil income for short periods of time bur if someone has lost their ESA appeal there really is no reason no to sign on as they are considered able to workI currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

its just hypothetical really
in case i ever lost my esa my parents say they could afford to give me say £40 a week for food or whatever but i wondered if housing benefit would still be payable.
again, i may or may not have my dla in that instance depending on whether that gets cut too
just pondering really because of what the future holds, im terrified of being thrown off esa/dla because i know there isnt much i can do.
if i went to sign on i wouldnt be able to look for work or attend interviews so i would be thrown off. hence no income
its all the stuff in the media about benefits all the time.. it just makes you more and more anxious about the whole thing. its a constant weight on your shoulders
