Is a 'pre-reg' car classed as new?

Good afternoon
Wondered if someone can help me. My Mum uses a wheelchair to get about and so we were looking into the possibility of purchasing a new car for her which we will get adapted before driving it out of the garage - I believe this means the car will be VAT exempt.
However, can someone kindly clarify whether we can get the exemption on a pre registered car? These are often quite a bit cheaper and whilst have not been purchased as such, I do appreciate this means Mum's name wont be the first one on the log book..
can anyone shed any light for me? I know the obvious place is HMRC, but it takes so long trying to get through to them!!

preregistered cars are still brand new just means they dont get a plate allocation until sold, so u may get a car thats year old but has new reg. still classed as new0

Strictly speaking, no they are not new as you would be the second registered keeper, the garage registers it to themselves as the first owner, how this affects the ability to claim back the VAT I don't know but legally as said it is not new even though it actually is.0
