Convert Wav to Amr files?

I am looking for a wav to amr converter to make ringtones for my Nokia3220. Does anyone know of a decent safe and preferably free piece of software that will do this?
I have found a few progs like Miksoft's amr converter but has anyone used this as I got an error while trying to install it.
