If we wipe the bathroom ceiling the paint smudges so we don't want to breathe in mould spores and paint fumes

It's likely to be water based paint which is why it wipes off, so you don't need to worry about paint fumes.
Kitchen and bathroom paint won't rub off when water hits it but is more expensive.
I've used a solution of diluted bleach to wash off mould in the past. Unfortunately if the paint comes off that easily then it's not a good idea to use that unless you want to repaint the entire bathroom properly.I'm not cynical I'm realistic
