Can my daughter and husband claim WTC

They are both 25 and both work full time. They have a joint income pretax of about £29,000. The government WTC calculator says yes they are entitled to WTC with an amount of £0, so we are a little confused (nothing new there then). Any help is good. (No children)
It's someone else's fault.

with no children the cutoff for a couple is around £18k total to qualify.... the calculator is confusing as they meet the criteria eg over 25 working 30 hours+ however the payment will be zero0
