When's the new 24hr rule starting?

I work 16hrs part-time for a local charity (the charity does not have the funds to employ me for any further hours), and rely on my Working Tax Credits to boost my income, however the new 24hr minimum will hit me really bad.
Does anyone know when the new criteria will commence?

    Seriously though, as we care full-time for my Dad (Alzheimers Dementia, Partial sight, Deaf) I think I'll claim for that instead and pack the soddin' job in.
