Advice on Fraud ?

Hi.. Well i think its fraud ! basically i have just received a parcel from China which should have been a new Giant Road Bike..what i recieved was some weird fold up kids bike..i think its not a mistake and ive been conned, attempts to contact the guy i purchased from at ; Elec-item I&E Trading Co.,ltd has proven fruitless.
I used Western Union money transfer, im starting to realise this may be mistake number 2 (number one been getting in over my head to start with) as this may mean that the section 75 i have read about wont apply ? the sum involved is £700 approx $1000 US dollars.
Question is then, can anyone give any advice as to how i might get my money returned ?
