Coast have some nice white/cream/ivory maxi dresses which could work for a wedding depending on what sort of style you're after - have a look on their website, but I think they are around £200. They have a store at Cheshire Oaks which might be worth a look, as do Phase Eight who I agree have some gorgeous stuff. There used to be a Monsoon store there to, which is actually where I got my wedding dress for the bargain price of £60, but I went the other day and it had suddenly disappeared

Otherwise, as you're in Warrington (me too!), there's a wedding dress shop called Cloud Nine on the corner near the bus station which often seems to have sale dresses displayed in their windows and might be ok within your budget. We hired OH's wedding suit in there and the staff were lovely - sure they wouldn't mind you going in and having a look around / try on with only a smaller budget in mind.

Oh, and I never ended up going, but read on here about this place in Liverpool which has loads of wedding dresses on sale:

Prices are all under £300 - they have a gallery of dress photos to give you an idea of the type of stock available.

For accessories, really have a shop around as you can find loads of bargains. I got my shoes from a really cheapy shop called Shoe Zone in Warrington for about £15 which were exactly what I wanted, tiara from Ebay (2nd hand BHS one) for I think £3, and my jewellery was a mixture of half price sale bits from BHS and (shhh...I'm a bit embarrassed about this bit as it was my wedding day) Primark!
