from past experiences it does error and kick you out telling you that you have them open in another window

Why they don't just ask you to register your interest over a week's period, with the number of tickets you want (capped at 4 for example) and ticket value, and then draw people at random, god knows.

Because that's exactly what's happening now...it's pot luck if you manage to get through to buy tickets anyway.
