Change line from BT Business to BT Residential - is an engineer involved?

A while back we moved into new house and BT charged us a reconnection fee even though we had a dial tone and have ended up with the same telephone number that was working when we moved in.
We have now finally been advised that the reason for the charge was that the previous line was a BT Business line and not BT Residential and that an engineer was required to do work at the exchange. I've checked all over BT's site and done some googling, but can't find any info as to whether an engineer would need to be involved in this process or not. I can understand a restoring a ceased line or changing from an LLU provider would incur a charge but I'm failing to see how a switch from Business to Residential is anything other than administrative. BT, however, are being evasive answering questions and have not provides any links to their t&cs that state a charge is payable in this situation.
Is there anybody knowledgeable out there who could advise me what work needs to be done in switching a BT Business account to Residential? Does it involve an Openreach engineer to do work at the exchange or is it all administrative? Just want to make sure BT aren't trying to pull a fast one!
