I wouldnt personally use dog hair for a bedding for my guinea pigs, it might aggrivate them, id stick to hay gives them something to munch too which keeps their teeth in good shape and the digestive system healthy
Best thing is to fill up their bed with hay and if you dont have a snuggle safe thing which fits around their hutch, put a few blankets over the top of the hutch, or an old duvet i used to fill bin bags with shredded newspaper and put them between the sheets on top of the cage as it keeps the heat in their cage then, nice and cheap insulation!and if its raining get some sort of plastic sheet to go over the top and down the the front of their cage (leave a gap so air can get in so they are getting oxygen in to their cage) but it stops rain/wind/snow getting into their cage
