I mean, say I had a 0% Tesco CC 3 years ago and cancelled it, can I get one again for 0% now?
If so, what is the minimum time between cancelling and applying?

That all depend, some ask for 6 months between the moment the account is closed and re-applying, others will ask for 12 months. If the account has been closed for the last 3 years, then it is not a problem, but that does not mean that you'll get it....0
