problems claiming Adult Learner Grant

Hi - I'm asking for help re claiming the above for my niece.
She first came to live with us on 1st September, after having been accepted to take a diploma course in ChelmsfordCollege.

She had already applied for the Adult Learner Grant, and had informed the DWP that she would stop claiming E.S.A. from 6th September, which was when the course was starting.
(She had been on JSAfrom April '09 till Feb this year and was employed briefly for 3 weeks as an au pair. This was a 'cash in hand' payment, with no supporting documentation to support it - or evidence of income tax, NIC etc!! She was then advised to go on ESA.)

She was helped and advised re filling in the Grant application form, and she thought all the necessary information had been entered and the form was signed by the staff at Chelmsford jobcentre.
However, this form was returned, asking for it to be completed, as only 6 months income details had been entered, and they required the whole year’s in order to process the application.
So she contacted Witham (and later Chelmsford) jobcentres, who both told her they couldn’t do this as ‘we do not keep financial records on our computers’!! :eek::eek:
So she contacted Basildon Benefits Delivery Centre on Wednesday 22nd September, who said they would send her a letter with her income details, and she could then send this information to complete the application.
On the following Monday, as no letter had been received, she contacted them again, to be told that no letter had in fact been sent, and they would do so that day.
Well again no letter was sent, so I called them on Thursday 30th September, and received the same story!
When I questioned them, they told me that ‘Basildon BDC’ was in fact in Chelmsford, and could not be contacted by telephone or in person, but was only contactable by internal emails, and was given the name of the manager in case I wished to write a letter of complaint. I have - 3 weeks ago, with no reply as yet!:mad::mad:
I have since contacted th local MP, who is appalled, and has promised us to investigate and try to find a solution.
But is there anything else we could be doing - as I said, shae has had not a penny since 6th September.

In the meantime, Jenny has received no money since stopping her JSA on 6th September.
