Hi, I am 16 months into a two contract with Orange. The battery or charger (or both) for my phone are !!!!!!ed. Will Orange replace them under the contract or is it my responsibility ?

You should have posted this in the mobile phone section.
I think the answer to your question is you as the phone is over 12 months old. You should be able to tell if the charger is working because most phones show when they are charging. If its not showing its charging it the charger. If it is charging it could be the battery. Try and borrow battery/charger from someone who has same phone and see which it is.IT Consultant in the utilities industry specialising in the retail electricity market.
