I have an hp s3542.uk and the motherboard appears to have died. Hubby tried to call HP yesterday as this apprears to be a common fault with the model (ours is just 2 years old) as he read that they had extended the warranty, however, HP call centre wanted a payment of £15.99 before being connected to the warranty centre - has anyone else experienced this?

I haven't, and - if true for all calls to them with warranty queries - I would think this is a really bad idea from a customer satisfaction point of view. But I don't think there is anything to stop them - the warranty is purely voluntary on the part of the manufacturer, and they can set the terms as they like.
If you want to progress it as a warranty issue, can you not use the Contact Us option on their website?
Otherwise I would take it up with the company that sold it to you, as that is where your statutory rights lie.0
