Welcome Finance - Help Wanted, are they secret agents??

I rang Welcome today for a final settlement on my car that i have tried to sell for the past six months, after spending 5k of my own money on it due to it breaking down all of the time over the two years that i owned it. I was told that they would definately settle for 4500.00 in full and final for the car. I then went to pay them and they rang me and told me that they had changed their minds, and wanted 5500.00 settlement. I am absolutely fuming as all of their phone calls are recorded and i rang them three times to ask them to confirm the settlement which they did at a price of 4500.00.
what can i do? They have basically said that they will deny the agreed figure??!!!!

I have a loan with Welcome too, I phoned them yesterday and asked for a settlement figure and they guy on the phone (Worksop branch) said they weren't allowed to say over the phone for security reasons after I challenged him and asked him if this was a legal requirement or a Welcome policy as we had just gone through the security questions he put me on hold and then came back and said they had just changed their policy and can now inform of settlement figures over the phone!!!
